Amazon France runs the most operational French EPR enforcement of any marketplace. The cycle: a quarterly compliance wave identifies sellers without a valid IDU on SYDEREP for their listed categories, sends suspension notices through Seller Central, and deactivates listings within 7-30 days of notice. Recovery requires the actual published IDU — letters, eco-organism receipts and representative attestations do not substitute.
This article is the complete recovery playbook.
The recovery sequence
The fastest legal path from Amazon France suspension to live listings:
Week 1 — Day 0-1: Read the suspension notice carefully. Note the streams Amazon has flagged (packaging, WEEE, batteries, etc.) and the case ID. Save the notice as PDF. Engage a France-established authorized representative the same day — mandate signs electronically, no notary.
Week 1 — Day 1-3: Representative prepares and files eco-organism dossiers per flagged stream. Filing flagged with the suspension notice attached to request expedited review where available.
Week 1-2: Eco-organism reviews the dossier (5-10 business days). Most accelerate when the suspension letter is attached. Approval triggers IDU issuance internally.
Week 2-3: ADEME publishes the IDU on SYDEREP (5-10 business days from eco-organism approval).
Week 3 — Days 1-2: Verify IDU appears at syderep.ademe.fr under your producer name. Upload IDUs to Seller Central (Settings → Compliance → EPR France → per stream).
Week 3-4 — Days 3-5: Submit a plan-of-action in the original suspension case in Seller Central, referencing each uploaded IDU and the eco-organism that issued it. Request cache refresh.
Week 3-4 — Days 5-7: Listings reactivate. Cache refresh is typically 24-72 hours.
Total: 3-4 weeks from receipt of suspension notice to listings live. Faster than reconstructing the channel.
What to put in the Amazon plan-of-action
The plan-of-action template that gets approved:
- Acknowledgement of the breach (we did not have IDUs on streams X/Y/Z at the time of the suspension notice).
- Root cause stated honestly (e.g., "Not previously aware that our product category required French EPR registration, or registration was inadequate for the full scope").
- Remediation taken (engaged authorized representative on date X, filed eco-organism dossiers on date Y, IDUs published on SYDEREP on date Z — with specific dates and IDU numbers).
- Prevention plan (ongoing representative engagement, quarterly catalog review, annual declaration filed on time).
Keep it concise (under one page) and factual. Plans that read like apologies or that attempt to argue against the rule routinely get rejected.

What NOT to do during suspension
Five common mistakes:
Submit the plan-of-action before having IDUs. Routinely rejected; subsequent submissions are penalised by the case being marked closed.
File the IDU in the wrong stream field on Seller Central. Pasting a packaging IDU into the WEEE field returns "invalid." Check prefix matches stream (see /blog/french-idu-number-verify-understand).
Pay another firm to "expedite" beyond the SYDEREP timeline. The publication delay is at ADEME, not at the eco-organism. Anyone claiming to "guarantee 5-day IDU" is misrepresenting.
Cancel French inventory or pause shipments as a defense. Inactive listings already incur FBA storage fees. Reactivating them is the priority.
Continue listing on Amazon UK, Germany etc. without addressing France. Amazon’s EPR enforcement is per-market. Other markets need their own files (see /blog/ppwr-article-45-packaging-exporters-guide).
Why the suspension happens
Amazon France queries SYDEREP for each seller against each listed product category. Mismatches identified in the quarterly compliance wave produce suspension notices. The triggers:
- No IDU on SYDEREP for the listed category.
- Producer name mismatch between Seller Central and SYDEREP.
- IDU exists but is for a different category (packaging only when WEEE also needed).
- IDU was revoked (annual declaration missed, eco-organism revoked the registration).

Cost of suspension vs cost of compliance
Typical Amazon France FBA seller hit by suspension:
- Lost monthly revenue during suspension: €5,000-€50,000 depending on scale.
- FBA storage fees on deactivated inventory: €1,000-€5,000/month.
- Recovery effort (representative + eco-organism + eco-contribution): €4,000-€10,000 Year 1.
The arithmetic: recovery cost is small compared to monthly lost revenue. Speed of remediation matters far more than fee shopping.
FAQ
How long does the full recovery take from suspension to listings back online?
Typical 3-4 weeks total: 2-3 weeks from mandate signature to IDU on SYDEREP, then 48-72 hours from IDU upload to Seller Central for cache refresh and listing reactivation. Sellers with already-prepared documentation can compress the first stage to 2 weeks. The bottleneck is SYDEREP publication, which is largely outside producer control once the eco-organism dossier is approved.
Can I appeal the Amazon suspension without an IDU?
No. Amazon’s policy requires a valid IDU on SYDEREP before reinstating listings. Plan-of-action submissions without IDU evidence are routinely rejected. The fastest path is to engage a representative, file the dossiers, and re-submit the appeal once IDU is published. Premature appeals risk a "case closed" status that complicates later reinstatement.
Will I lose my Seller Central account permanently?
Generally no, but timing matters. Listings are deactivated first, then full Seller Central suspension follows if no remediation within 30-60 days. Suspension is reversible by providing the IDU. After approximately 6 months of no remediation, the account can be permanently terminated, which is harder to reverse and typically requires legal escalation. Do not wait — engage a representative within the first week of suspension.
