French EPR law requires every producer placing in-scope products on the French market to register with the right eco-organism and obtain a unique producer ID (IDU). For non-EU sellers, this requires designating a France-based authorized representative.
Marketplaces enforce this faster than the State does. Under article L. 541-10-9 of the French Environment Code, Amazon France, Cdiscount, ManoMano and others must verify your IDU. Without it, your listings are pulled. Administrative fines can reach 30,000 EUR per product, but the commercial damage usually arrives first.

Who must designate an EPR authorized representative in France?

Any producer or seller not established in France that places products in scope of a French EPR stream on the French market. This includes US, UK, Chinese, Swiss and Turkish e-commerce brands selling direct-to-consumer to French customers, Amazon FBA sellers, dropshippers and TikTok Shop merchants.
How much does EPR compliance in France cost with EPR Representative?

A one-time setup fee of 490 EUR per stream and a recurring 249 EUR per month per stream. There are no volume-based fees, no per-SKU charges and no hidden onboarding costs. The figure does not include the eco-contributions paid by the producer directly to the eco-organism.

Does the authorized representative take legal responsibility for my EPR obligations?

No. Following the French Conseil d Etat ruling of 10 November 2023 (case 449213, EcoDDS), the EPR authorized representative acts in the name and on behalf of the producer under articles 1984 and 1998 of the French Civil Code, without subrogation. The producer remains the obligated party towards eco-organisms and the administration. We handle registration, IDU, declarations and ongoing administrative liaison.
What changes with PPWR in August 2026?

Regulation (EU) 2025/40 (PPWR) becomes directly applicable on 12 August 2026. Article 45 makes the designation of an authorized representative a direct EU obligation for non-EU packaging producers, rather than a national French rule. We are PPWR-ready and will continue to act as your representative under the new framework.
What are the penalties for non-compliance with EPR in France?

Under article L. 541-9-6 of the French Environment Code, fines reach up to 30,000 EUR per product placed on the market without compliance, and 7,500 EUR per missing or inaccurate declaration. Marketplaces such as Amazon France delist non-compliant sellers under article L. 541-10-9, which often causes the larger commercial damage.
