The Annual EPR Declaration Process in France: Timelines and Best Practices

French EPR producers file annual declarations of placed-on-market tonnage. The calendar, the deadlines, what to declare, and how to avoid the most common timing errors.

Every French EPR producer files an annual declaration of placed-on-market tonnage with each eco-organism they are registered with. The declaration is the basis on which the eco-contribution is computed. Missing it has direct operational consequences — IDU suspension, marketplace deactivation, back-payment with late fees. This article walks through the annual rhythm.

The standard timeline

The declaration calendar:

1 January — Declaration window opens for the previous calendar year’s tonnage.

28 February — Declaration deadline. Filed with each eco-organism for which the producer is registered.

March-April — Eco-organism reviews declaration, computes eco-contribution, issues invoice.

April-May — Invoice payment due. Typical 30-60 day payment terms.

Ongoing throughout the year — Quarterly or monthly volume tracking (depends on stream and eco-organism).

The 28 February deadline is hard. Missing it has cascade consequences.

What goes into the declaration

The declaration covers the prior calendar year:

  • Packaging: tonnage by material type (cardboard, PET, mixed plastics, glass, aluminum, etc.).
  • WEEE: tonnage by product category.
  • Batteries: tonnage by chemistry.
  • Textile (Refashion): units by category (clothing/footwear/linen).
  • Furniture (Ecomaison DEA): tonnage.
  • Toys, Sports/DIY: tonnage.
  • Graphic paper: tonnage of printed material distributed in France.

Each stream filed separately with its respective eco-organism. A producer with three streams files three declarations.

Year 1 specifics

Year 1 producers face two complications:

Partial-year declaration. The first declaration covers only the period from registration date to 31 December. A producer registering in October 2025 declares October-December 2025 in February 2026.

Less precise data. First-year producers often lack mature tonnage tracking. Reasonable estimates are acceptable. Year 2 onward, declarations should be more accurate. See /blog/packaging-weight-vs-unit-sales-epr-data-france for the tracking setup.

What happens if you miss the deadline

The escalation:

  1. Reminder email from eco-organism (typically within 2 weeks of deadline).
  2. Formal notice if still no declaration (4-6 weeks after deadline).
  3. IDU suspension on SYDEREP (60-90 days after deadline).
  4. IDU revocation if no remediation (120 days after deadline).
  5. Back-payment of eco-contributions + late fees + potential ADEME referral.

The operational consequence: marketplace verifications fail when SYDEREP shows the IDU as suspended. Listings deactivate within days of suspension.

Best practices for non-EU producers

Five operational habits that prevent declaration headaches.

Block 28 February in your annual calendar. Set a reminder for 15 February to start the data preparation. Three weeks of buffer.

Prepare data continuously, not at year-end. Keeping a running tally of French shipments by SKU is much easier than reconstructing 12 months at year-end.

Reconcile data sources. Amazon FBA, Shopify, Cdiscount, B2B direct — each tracks units separately. Build a unified France-units view monthly or quarterly.

Engage your representative early. Send your draft declaration data to your representative by mid-February. They reformat for each eco-organism and submit before 28 February.

File even when uncertain. A declaration filed with reasonable estimates is far better than no declaration. Refinements can be filed as amendments later.

Cost calendar

The annual rhythm of payments:

  • Representative fee: invoiced once per year, in advance (see /pricing). Our flat €249/month × 12 = €2,988 per stream per year, invoiced annually.
  • Eco-organism membership: invoiced annually, typically January-March.
  • Eco-contribution: invoiced post-declaration, typically April-May.
  • Setup fee (Year 1 only): €490 one-time on signature.

For Year 2+ producers, the recurring annual cost is essentially:

  • Representative fee + eco-organism membership + eco-contribution = predictable annual budget line.

FAQ

What happens if I miss the 28 February deadline?

The eco-organism issues a reminder. If the declaration is still not filed within 30-60 days, the eco-organism can suspend or revoke your IDU. Once revoked, the IDU disappears from SYDEREP and marketplace verifications start failing within a week. Reinstating a revoked IDU requires filing the missing declaration and paying back contributions plus late fees.

Do I declare for Year 1 if I registered partway through the year?

Yes. The first declaration covers the period from your registration date to 31 December of the registration year. If you registered in October 2025, your first declaration filed by 28 February 2026 covers October-December 2025 tonnage. Partial-year declarations are normal.

Who actually files the declaration — me or the representative?

The representative files on your behalf using data you provide. You supply unit volumes by SKU + per-SKU packaging composition (or aggregate tonnage by material). The representative converts to the declaration format expected by each eco-organism and submits before 28 February. The producer remains legally responsible for declaration accuracy.
