How to Calculate Your French Eco-Contributions: A Beginner’s Guide

Eco-contributions are the variable third layer of French EPR costs. How they are calculated, what drives the amount, and how to estimate yours before signing.

French eco-contributions are the variable third cost layer of EPR compliance — the one most newcomers underestimate because it does not appear on a published price list. Unlike the representative fee (flat, €249/month per stream at /pricing) and the eco-organism membership (annual, modest), eco-contributions scale with declared tonnage and can range from €100 to several thousand euros per year per stream.

This article explains how the calculation works and how to estimate your eco-contribution before signing.

The basic formula

Eco-contribution = Declared tonnage × Rate per material × Bonus/malus multipliers.

Each eco-organism publishes its rate schedule annually. The schedule lists rates per kilogram by material category (cardboard, PET, mixed plastics, glass, aluminum, etc.). Your declaration tells the eco-organism how much of each material you placed on the French market during the prior year. Multiplication produces the eco-contribution invoice.

Rate schedule by stream (indicative)

The most relevant streams for non-EU producers:

Packaging (Citeo) — typical rates:

  • Cardboard: €0.10/kg.
  • Transparent PET: €0.25/kg.
  • Dark PET: €0.35/kg (no bonus).
  • Mixed plastic films: €0.80-1.20/kg.
  • Glass: €0.06/kg.
  • Aluminum: €0.30/kg.
  • Mixed materials / hard-to-recycle: €1.50+/kg.

WEEE (Ecosystem) — typical rates:

  • Small consumer electronics: €0.20-€0.50/kg.
  • Large appliances: €0.20-€0.40/kg.
  • Lighting: €0.10-€0.20/kg.

Batteries (Corepile) — typical rates:

  • Alkaline portable: €0.05-€0.10/kg.
  • Lithium-ion portable: €0.10-€0.20/kg.
  • NiMH portable: €0.05-€0.10/kg.

Textile (Refashion) — per unit, not per kg:

  • T-shirt: €0.05-€0.10/unit.
  • Pants: €0.10-€0.20/unit.
  • Coat / jacket: €0.20-€0.50/unit.
  • Shoes: €0.10-€0.30/pair.

Bonus-malus multipliers

Typical multipliers:

  • Single-material recyclable packaging: ~0.90 (10% bonus).
  • Recycled content > 50%: ~0.85 (15% bonus).
  • Triman + Info-tri correctly displayed: ~0.97 (3% bonus).
  • Dark or opaque plastics: ~1.20 (20% malus).
  • Non-detachable laminates: ~1.50 (50% malus).
  • Disruptors (PVC sleeves, oxo-degradable additives): up to 2.0 (100% malus).

These multipliers stack. A well-designed mono-material PET bottle can pay 15-20% less than the base rate; a poorly-designed multi-material laminated pouch can pay 50-100% more.

Worked example

Non-EU consumer brand shipping €1M/year to France, packaging composition:

  • 2,000 kg cardboard boxes.
  • 500 kg mixed plastic film.
  • 100 kg aluminum cans.

Base rate calculation:

  • Cardboard: 2,000 × €0.10 = €200.
  • Mixed plastic film: 500 × €1.00 = €500.
  • Aluminum: 100 × €0.30 = €30.
  • Base eco-contribution: €730.

Applying bonus-malus (assume Triman + Info-tri correctly applied, average modulation):

  • 0.97 (information bonus) × 730 = €708 final.

For a brand with poor labelling and laminated packaging:

  • Multipliers could push the contribution to €1,000-€1,200.

How to estimate before signing

For a quick pre-signing estimate, you need:

  1. Annual French sales estimate (units or revenue).
  2. Average packaging weight per unit.
  3. Material breakdown of packaging (cardboard %, plastic %, etc.).
  4. Battery / electronics inventory (if applicable).

Total annual tonnage × average rate × ~1.05 multiplier (assuming average modulation) gives a reasonable budget number. Add 20% buffer for first-year uncertainty.

Most non-EU consumer brands land between €500 and €5,000 per year per stream in eco-contributions, with mid-volume producers around €1,500-€3,000. Heavy-volume or hard-to-recycle producers can hit five figures.

What drives the variance

Three factors:

Material mix. Single-material PET pays less than laminated pouches. Cardboard pays less than plastic. Glass pays the least.

Volume. Linear with tonnage. A producer that doubles French sales doubles eco-contribution.

Modulation. The bonus-malus grid can swing total by ±50% on the same volumes. Labelling + design choices matter.

Annual declaration mechanics

The annual declaration is filed by 28 February for the previous calendar year:

  1. Producer (or representative) compiles tonnage by stream and material.
  2. Declaration submitted to each eco-organism.
  3. Eco-organism computes contribution per rate schedule + modulation.
  4. Invoice issued 1-2 months later.
  5. Payment terms: typically 30-60 days.

FAQ

What is the difference between eco-contribution and representative fee?

Representative fee is what you pay your authorized representative for the service of registering and maintaining your French EPR file. Eco-contribution is what you pay to the eco-organism for the actual recycling infrastructure funding. They are completely separate. Our flat €490 setup + €249/month per stream is the representative fee; the eco-contribution is invoiced by the eco-organism separately based on your declared tonnage.

Do small producers pay the same eco-contribution rate per kilogram?

The per-kilogram rate is the same regardless of producer size. The total eco-contribution scales linearly with declared tonnage. A small producer declaring 100 kg of packaging pays roughly 10% of what a producer declaring 1,000 kg pays. There is no volume discount and no small-producer exemption.

When does the eco-contribution actually get invoiced?

Eco-organisms invoice eco-contributions annually based on the declaration filed by 28 February for the previous calendar year. Year 1 producers declare for partial-year activity from their registration date. The invoice is sent to the producer (or to the representative for forwarding) within 1-2 months of the declaration deadline.
