Three eco-organisms are accredited for household packaging in France. Which one fits non-EU sellers best, on cost, declaration ergonomics, and operational responsiveness.

Three French eco-organisms are accredited to operate the household packaging EPR stream: Citeo, Léko and Adelphe. All three are private, State-accredited non-profits collecting eco-contributions and funding recycling infrastructure. They compete for producer registrations under State-set rules.

For a non-EU producer arriving at French EPR, the question of which eco-organism to register with is a real choice — not a regulatory variable. This article gives the side-by-side comparison.

Citeo — the market leader

Citeo is the result of the 2017 merger of Eco-Emballages and Ecofolio, the two historically dominant packaging eco-organisms. It holds the largest market share by registered producers and by tonnage declared.

Strengths for non-EU sellers:

  • Best-developed online portal (declarations, member area, support).
  • English-language support for non-EU producers via dedicated team.
  • Broadest brand recognition with French marketplaces, retailers and customs.
  • Largest infrastructure for recycling channel funding.

Weaknesses:

  • Member fees and contribution rates tend to be slightly higher than Léko.
  • Less responsive than smaller competitors on individual dossier follow-up (volume-driven).

Best fit: most non-EU producers, especially those new to French EPR and prioritising operational simplicity.

Léko — the challenger

Léko is the newer entrant, accredited since 2018 in competition with Citeo. It runs leaner operations and competes primarily on price.

Strengths:

  • Marginally lower eco-contribution rates per kilogram of declared packaging (typically 3-7% below Citeo).
  • More responsive on individual producer queries given smaller member base.
  • Adequate online declaration interface.

Weaknesses:

  • Less developed English-language support.
  • Lower brand recognition with certain marketplaces (though all marketplaces accept Léko IDUs without issue).
  • Smaller recycling-channel network.

Best fit: cost-sensitive producers with stable annual volumes who prefer leaner support relationships.

Adelphe — the niche option

Adelphe is the historic eco-organism for wine and spirits packaging, with a broader accreditation extending to general household packaging.

Strengths:

  • Strong expertise in glass bottles, wine/spirits/cosmetic packaging categories.
  • Established procedures for hospitality and wine-trade producers.

Weaknesses:

  • Smaller scale than Citeo.
  • Less broad scope expertise outside its historical specialty.

Best fit: producers in wine, spirits, cosmetics, or other glass-heavy packaging categories where Adelphe’s industry expertise translates to better dossier acceptance.

For a producer declaring 5,000 kg/year of mixed packaging, the total annual cost difference between Citeo and Léko is typically €100-€300. Not material unless volumes are very large.

Operational considerations beyond cost

Three operational dimensions matter more than headline cost for most non-EU producers.

Declaration ergonomics. How easy is it to file the annual declaration. Citeo wins here for non-EU producers because of English-language support and the most mature portal.

Marketplace acceptance. All three eco-organisms issue valid IDUs that all French marketplaces accept. No differentiation.

Switching cost. Switching is administrative and free. The decision is reversible — pick one and revisit at year 2 if needed.

FAQ

Can I switch eco-organisms after my first year?

Yes. Switching is possible at any annual renewal cycle. The IDU is portable between eco-organisms (same producer, different licensing). The switch process is administrative — you notify the outgoing eco-organism by deadline, sign with the incoming one, and your representative handles the transition. There is no penalty for switching, and your published IDU on SYDEREP continues without interruption.

Which one is most popular among non-EU sellers?

Citeo holds the dominant market share, including for non-EU producers. The reasons are operational: largest scale, best-developed eco-organism portal, English-language support available for non-EU producers, and broadest acceptance by marketplaces (no marketplace will reject a valid Citeo IDU). Léko and Adelphe are valid alternatives with smaller market share but identical legal standing.

Does the choice affect my eco-contribution rate?

Yes, marginally. Each eco-organism publishes its own tariff schedule annually, with similar but not identical rates. The difference per kilogram of declared packaging is typically in the 5-10% range — meaningful at high volumes, trivial at low volumes. The choice between Citeo, Léko and Adelphe is more about operational fit than about pricing.
