The toys stream applies to products intended for play by children under 14. Coverage includes:
- Plush toys.
- Plastic toys (action figures, dolls, vehicles).

- Outdoor toys (kites, balls, sandbox sets).
- Educational toys (when intended primarily as toys).
- Hybrid electronic toys (with WEEE coverage stacking).
The toys-EPR registration is in addition to CE marking for product safety (which governs hazardous materials, choking risks, flammability). The two regimes are independent.
Stream stacking by toy type
Most toys trigger multiple streams. The patterns:
Plush toys / wooden toys / simple plastic toys: Toys + Packaging.
Electronic toys (talking, sound, light): Toys + Packaging + WEEE + Batteries.
Board games with components: Toys + Packaging (cardboard + plastic inserts). Add WEEE + Batteries if electronic components.
Building blocks (Lego, etc.): Toys + Packaging.

Common operational issues
Filing toys but not WEEE/batteries. Electronic toys regularly miss the embedded electronics filings. Result: marketplace deactivation when the WEEE field check fails.
Underestimating packaging volume. Toy packaging is often elaborate (cardboard box + plastic blister + paper insert + plastic ties). The packaging declaration aggregates all of it.
Mistaking age classification. "Under 14" is the regulatory threshold. Some products marketed as collectibles for older audiences may not fall under toys EPR. Verify with your representative if borderline.

FAQ
Is the toys EPR stream the same as CE toy safety marking?
No. CE marking under Directive 2009/48/EC governs product safety (mechanical, chemical, flammability). The toys EPR stream under AGEC governs end-of-life recycling and producer responsibility. Both apply in parallel — CE compliance does not satisfy EPR obligations.
A plush toy with no electronics — do I still need WEEE?
No. WEEE applies only to products with electronic circuitry. A purely plush toy or wooden toy triggers the toys EPR stream (Ecomaison) and packaging EPR (Citeo) but not WEEE. Three streams become two — simpler operationally.
What about board games and puzzles?
Board games and puzzles fall under the toys EPR stream. The packaging triggers Citeo. If the game includes battery-powered components (electronic dice, timer, sound module), it also triggers WEEE and batteries. A typical multi-component board game can hit four streams: toys + packaging + WEEE + batteries.
