The PMCB stream — Produits et Matériaux de Construction du Bâtiment — is the newest of France’s major EPR categories and the one with the most product-scope ambiguity. Non-EU exporters of construction materials regularly arrive at it after a French distributor procurement team flags missing compliance. What PMCB covers

PMCB was introduced by the AGEC law of 2020 and became operational in 2023. The scope covers building materials placed on the French market for use in residential, commercial or industrial construction:

  • Insulation (mineral wool, foam, fibre).
  • Plasterboard and gypsum-based products.
  • Wall and floor tiles (ceramic, terracotta, natural stone).
  • Wood panels, oriented strand board, plywood.
  • Aluminium and PVC profiles, doors and windows.
  • Sanitary fixtures, taps, ceramic basins.
  • Inert minerals (gravel, sand, concrete blocks, cement).
  • Roofing materials (tiles, shingles, flashing).
  • Many other categories progressively integrated through 2024–2026.

The exact perimeter is set per accredited eco-organism. If your product is borderline, the practical answer is to file with the eco-organism that matches the dominant category and confirm coverage in writing.

Valobat vs Ecominéro — the split

Two eco-organisms are accredited on PMCB, with overlapping but distinct scopes.

Valobat is the dominant generalist. Founded by a consortium of building materials manufacturers (Saint-Gobain, Imerys, others), it covers the broad PMCB perimeter: insulation, plasterboard, panels, profiles, fixtures, finishing materials. Most non-EU exporters of construction materials register with Valobat.

Ecominéro focuses on inert mineral construction products: gravel, sand, cement, concrete elements, natural stone. It is the relevant choice for producers in mineral aggregates and bulk inert materials.

The split is not always clean. A producer of decorative ceramic tiles might fall under either, depending on whether the eco-organism treats the SKU as decorative finishing (Valobat) or as inert ceramic (Ecominéro). When ambiguous, the eco-organism that responds first to the dossier is usually the one to go with.

Why procurement teams care

French construction distribution is concentrated. A small number of large buyers (Saint-Gobain Distribution Bâtiment, Point.P, Leroy Merlin Pro, Castorama Pro, Würth France) handle a large share of the French construction supply chain. Each runs procurement compliance checks that increasingly include PMCB registration.

The practical effect: a non-EU exporter selling into French construction without a published PMCB IDU on SYDEREP can find itself blocked from major distribution channels even before any administrative enforcement.

Filing timeline

Standard non-EU producer flow:

  1. Authorized representative mandate signed (same day, electronic).
  2. Valobat or Ecominéro dossier prepared (product catalog with material breakdown, weights, French sales estimate).
  3. Dossier submitted (5–10 business days review).
  4. Eco-organism approval and IDU issuance.
  5. SYDEREP publication 5–10 business days later.
